Community Safety Project

The project Community Peace and Order, Security and Safety (CSS) Program of the led by the private sector in cooperation with PCRG PNP began being conceptualized during the time of Gen. Vidal Erfe Querol who requested a project for community based policing. It was called Community Watch Project and later renamed as SCLC NCRPO.

CSS became the response to that need. At the present time, community policing is gradually being institutionalized from the top to the bottom echelons of the Philippine National Police.

Zones of Fast Connections

Front runner in the Philippine Sustainable Development Network (PSDN) and very active educator, environmental protection pioneer, social development advocate and mentor of non-profit organization leaders Dr. Serafin Talisayon says you enter a wi-fi area in South Korea and are transported into a different world. The internet connection is so fast that you can download several gigabytes of data from documents, songs, videos or even entire databases and softwares in a matter of minutes for free.

Whereas in the Philippines, it takes so many hours, sometimes days, on a dedicated wired or wireless broadband connection. With free wi-fi you don't know if you can accomplish downloads in minutes; if you need hours to complete your electronic operation, you'll have to practically sleep inside the wi-fi area, which is sometimes impossible if the venue is a mall. The vision of a company, Cyberpark Telecom, Inc. (CTI) and its sister company, CyberparkHoldings Inc. (CPHI) is to build zones of fast connections. That is the very essence of cyberparks. However, the cyberpark must be accessible to as many people as possible, therefore it has to have space for masses of people to converge and benefit from the free link to the world wide web. Thus, in the same manner as SM Shoemart, Robinsons' Malls, the technoparks of CTI and CPHI will be able to accommodate as many beneficiaries of free, fast internet. It is hoped that in the near future, wi-fi will be available everywhere in the country and there will be little difference in being inside or outside the technoparks of the Cyberpark group of companies.

More than Siblings (by the Groin)

Duke Jarqueddu, the Would-Be-King, has an heir who now leads the Kingdom. The Duke Who Would-Be-King died from the hands of slayers who were associated by blood to the Royal Family. He never had a chance to take over his brother, King Bourquazz on the throne.

The Duke Who Would-Be-King’s spouse Duchess Tennourri, surviving her husband, proclaimed herself Queen, took over the Kingdom. And there was celebration all over the Land and there followed all manner of corruption, decay and depredation.

Without her Duke (Who Would-Be-King), and the other Friends that she had “known” in faraway lands, she turned to Count Noosevalley, with the sobriquet Horselikeman, a Noble who was known throughout the Kingdom to be “hung like a horse.” His Noble Penis was as long as a Royal Telegraphic Pole. Commons who learned about the hot story followed the exemplar of Her Royal Highness, The Queen and that is how all the corruption, decay and depredation came to be.

Now Horselikeman (Count Noosevalley), was liked by the entire Palace, thanks to Her Royal Highness, The Queen, and the new King took Horselikeman’s son Vojedt, into his own stable and made him the Sergeant of the Guards. Horselikeman, became even more wealthy and his own house rivaled the grandness of the Palace, with all its pomp and fastidious entertainments.

Comes now, an imbecile, named Royal Guard Djianggo, a ward of the son of Count Noosevalley, who revealed numerous secrets and caused immense distress in the Kingdom!

Horselikeman’s son Sergeant of the Guards Vojedt castigated Royal Guard Djianggo and threatened him with the stripping of his ranks and ultimately, execution.

During one Palace affair, one wizened elder turned to Vojedt who was properly seated beside the King and asked of him softly and politely:

“Why did you have to threaten Djianggo, knowing that he is my nephew. . .”

Sergeant of the Guards Vojedt was quick to defend himself, thus: He caused pain to the Kingdom!

Then the elder said, “You of all people know that you are cousins! You are my own nephew as well!”

Sergeant of the Guards Vojedt tartly replied: “But the King is my brother!”

The elder gasped in complete surprise, apparently not knowing what everyone else in the Kingdom had been gossiping about.

“But it is impossible!  By blood you and Djianggo are truly associated, but the King and yourself have no relations whatsoever!”

Drinking his wine and licking his lips lustily, Sergeant of the Guards Vojedt declared in confidence to the elder:

“Didn’t you know my Most Venerable Uncle? His Royal Highness, The King’s late mother Her Royal Highness, The Queen and my father were Classmates in the Lessons of the Groin! They became Known to one and the other! That is why, we sort of are like Siblings or even More than Brothers, by the Groin. Hic hic hic.” And he, the Sergeant of the Guards, licked his lips torridly this time given everyone within sight to take note.

The King, who was eavesdropping over the entire affair between the Most Venerable Elder and the Sergeant of the Guards Vojedt was observed by everyone in the Palace ceremonial halls to be breathing rapidly and his lips swollen, saliva running from the right side of his mouth.


When the elder glanced at the King and observed the state the King was in, he was superstunned that he exclaimed, "WHA??!!!!"

The Offensive of Small Men

The Tao Te Ching of Lao Tzu says that the Tao is the beginning wherefrom all things issue. And all things must return to the Tao.

In the beginning was the Tao.
All things issue from it;
all things return to it.


To find the origin,
trace back the manifestations.
When you recognize the children
and find the mother,
you will be free of sorrow.


If you close your mind in judgements
and traffic with desires,
your heart will be troubled.
If you keep your mind from judging
and aren't led by the senses,
your heart will find peace.


Seeing into darkness is clarity.
Knowing how to yield is strength.
Use your own light
and return to the source of light.
This is called practicing eternity.

The great Way is easy,
yet people prefer the side paths.
Be aware when things are out of balance.
Stay centered within the Tao.


When rich speculators prosper
While farmers lose their land;
when government officials spend money
on weapons instead of cures;
when the upper class is extravagant and irresponsible
while the poor have nowhere to turn-
all this is robbery and chaos.
It is not in keeping with the Tao.

Whoever is planted in the Tao
will not be rooted up.
Whoever embraces the Tao
will not slip away.
Her name will be held in honor
from generation to generation.


Let the Tao be present in your life
and you will become genuine.
Let it be present in your family
and your family will flourish.
Let it be present in your country
and your country will be an example
to all countries in the world.
Let it be present in the universe
and the universe will sing.


How do I know this is true?
By looking inside myself.

He who is in harmony with the Tao
is like a newborn child.
Its bones are soft, its muscles are weak,
but its grip is powerful.
It doesn't know about the union
of male and female,
yet its penis can stand erect,
so intense is its vital power.
It can scream its head off all day,
yet it never becomes hoarse,
so complete is its harmony.


The Master's power is like this.
He lets all things come and go
effortlessly, without desire.
He never expects results;
thus he is never disappointed.
He is never disappointed;
thus his spirit never grows old.

Those who know don't talk.
Those who talk don't know.


Close your mouth,
block off your senses,
blunt your sharpness,
untie your knots,
soften your glare,
settle your dust.
This is the primal identity.


Be like the Tao.
It can't be approached or withdrawn from,
benefited or harmed,
honored or brought into disgrace.
It gives itself up continually.
That is why it endures.


Small Men, or the Corrupt Men, the Mediocre Men, defend their actions by saying that they are loved, anointed by the great masses of people. When in reality they cheated their way to power.

Small Men defend their grissly acts by saying that they have conviction. When in fact, they merely have desire. Small Men say they must fight against the Great Men. But naturally, they always do! Because the interest of Small Men, will never coincide with the Virtue of Great Men.

Small Men are wont to outburts. They credit this to sensitivity. They hide under the vestige of the pulse of the people, that in actual conditions does not exist. It is merely the false - not the pulse - reading of the Small Men. Done for their own convenience.

Small Men make promises, but are never wont to fulfill them. Because they are heartless, soulless and have no compunction to hurt others.

Small Men are Vultures and Parasites of the first order. They thrive on the life energy of others and enrich themselves at the expense of their fellow humans with no guilt, remorse nor conscience.

Small Men blame others for being dubious, but the dubiousness in others is a mirror of the Small Men's criminal intents.

Small Men also keep to their oaths to their bedmates that are as corrupt, vile and filthy as them. Because they always need allies by their side by the dangers created of their own doing and undoing.

Many Small Men thinking in their small ways, with their small brains, believe that if they consolidate their power, they will be immune to the turning of the cycles full circle. That even with immense power, the end must come, and things shall come to pass.

That is the way of the Tao: Everything must come to Pass.

That, the Great Men always know, so they let things pass and are silent and peaceful in the face of the onslaught of Small Men at their very doorsteps.

Even under severe criticism, Great Men do not talk, for it is a sign that one is a Small Man and doesn't know.

And so it will come to pass, that the Corruption in Government will end at one point and selected persons will be declared as the real embarrassment to the country. An abomination in the eyes of the world. That is the Way of Things. That is the Way of the Tao.
